Hanover is governed by a Board that is responsible for setting our corporate strategy, approving policies, plans, annual budgets and accounts, long term planning, assessing and managing risk. The Board has four committees – Audit, Public Affairs, Remuneration and Resources, and has 11 members (2 of which are Hanover residents).

Lord Richard Best OBE – Chair
Lord Best has extensive experience in Housing and Public service over many years. Formerly Director of both the Joseph Rowntree Foundation and Joseph Rowntree Housing Trust, as well as Chief Executive of the National Federation of Housing Associations (now National Housing Federation) Lord Best was created a Life Peer in 2001. He is Chairman of House of Lords Audit Committee, Chair of the Private Rented Sector Policy Forum, Trustee of the Royal Society of Arts and Trustee of The Tree Council. His public duties also include Vice Chairman of the All Party Parliamentary (APP) Group on Urban Development, Treasurer of the APP Group on Housing Needs and Homelessness, and serving on the House of Lords Economic Affairs Committee.

Robert Banner OBE – Resources Committee Chair
Bob has 30 years board level experience in the UK, USA and France. He also qualified by exam to be a member of the Institute of Chartered Accountants in Australia, his country of origin. In addition to 15 years in IT, he has 10 years public accounting experience with KPMG, and he performed voluntary work as the chair of a major mental health charity.

Penelope Bennett – Remuneration Committee Chair
Penny has a great deal of experience in Business Administration, and qualified as a solicitor in 1982. She held the position of NHS Non Executive Board Director from May 1995 to November 2003, as well as Regional Commissioner for the NHS.

Patricia Corless – Audit Committee Chair
Pat spent the last 20 years prior to retirement in a variety of Director and Chief Executive level roles in local government, the Civil Service, and the NHS. Pat has previously been involved in the development of the National Framework for Older People and People with disabilities and in joint initatives between Health and Social Care. A Fellow of the Chartered Institute of Personnel & Development, she is also a lay member of Employment Tribunals and Vice-Chairman of the North West Ambulance Service NHS Trust.

Ian Cowley - Board Member
Ian has very wide business experience gained both in the UK and overseas, working for a diverse range of employers from owner-managed businesses to multi-national diversified groups. These include KPMG, Birmingham Midshires and Bristol & West Building Societies, Nissan and British Leyland. Ian now works part-time supporting organisations that are seeking to grow or are facing significant organisational and strategic challenges.

Parmjit Dhanda - Board Member
Parmjit is a former Member of Parliament for Gloucester and has served as a government minister in the Department of Trade and Industry, the Department for Education and Skills and the Department of Communities and Local Government. He was a founder member of the Gloucester Urban Regeneration Company involved in a £1bn project to regenerate the Gloucester Docks and City Centre area.

John Graham OBE - Board Member
John is a qualified Architect and the former Managing Director of the Extra Care Charitable Trust which he established in 1987. He has over 30 years experience in housing and was awarded an OBE in 2007 for services to older people.

Antony Hamilton - Board Member
Anthony has been a Hanover resident for almost 10 years, a Resident Representative for 5 years and has also held the position of Chair of Residents’ Council. Antony was a member of the HAPPI panel who commissioned the report on the future of housing and care related issues for older people and is also a member of the Hanover Public Affairs group.

Bruce Moore – Chief Executive
Bruce was appointed as Hanover’s Chief Executive in December 2006. He is a qualified solicitor, and has a MBA. Bruce has spent most of his career working in the housing and care sectors. He has been a voluntary board member of a number of other housing organisations and also served as a Housing Corporation appointee.

Arvinda Gohil – Board Member
Arvinda has over 28 years experience in Housing, and has held a number of senior level posts including the Director of the National Housing Federation, Assistant Director of The Housing Corporation, Chief Executive of Inquilab Housing Association and Chief Executive of Unity Housing Association. She is currently an independent management consultant in the not-for profit sector providing independent support and advise in Governance, Leadership, Equalities, Community Cohesion, Coaching and Mentoring. Arvinda is also a Chair of Praxis, a charity working with displaced people, member of Joseph Rowntree Foundation Place Strategy Group and member of the HCA equality and diversity advisory Board.

Andrew Thrower - Board Member
Andrew is a resident with Hanover and currently a member of Residents’ Council and Chair of the Residents’ Association at his estate in Brighton. As a Building Surveyor Andrew spent his working in UK ,USA & mainland Europe in construction management, maintenance and operation of a wide range of buildings and brings this experience, enthusiasm and the perspective of a resident to the Board.
